It is tried to measure to what extent ICTs are accepted and used by the public and local institutions in the city. For this purpose, the usage indicator rates of mobile application, internet, web, computer, social, media, e-Government and e-Municipality in the city are examined.

It is tried to measure the preparedness of the ICT infrastructure and the data security of the KBS in the city. For this purpose, the ISO 27000 certificate of the municipalities, the cyber security education status of the employees, whether the citizens' information is protected and the SSS infrastructure established in the city are examined.
